Entries from ONPA General Member newspapers were judged in 26 categories, each in up to seven divisions. Divisions A through G, which apply to most categories, are defined as follows:
  • Division A: Dailies with circulation of 25,001 or more
  • Division B: Dailies with circulation of 10,001 to 25,000
  • Division C: Dailies with circulation of 10,000 or less
  • Division D: Weeklies with two or more issues per week
  • Division E: Weeklies with circulation of 4,001 or more
  • Division F: Weeklies with circulation of 2,501 to 4,000
  • Division G: Weeklies with circulation of 2,500 or less
